Waterloo Single Family Owner-Occupied Housing Assistance Program

The Waterloo Single Family Owner-Occupied Housing Assistance Program (SFOOHAP) is designed to bring owner-occupied single-family housing into conformance with the City of Waterloo Property and Rehabilitation Standards. Funds for this effort are from the United States Department of Housing and Urban Development (HUD) CDBG Program under 24 CFR Part 570 which benefits low to moderate-income persons, aids in the prevention/elimination of slum and blight, and meets community development needs having a particular urgency; and the HOME Program under 24 CFR Part 92 which assists in the production and preservation of affordable housing for low and moderate-income families and individuals.  The CDBG and HOME Programs fund a broad range of activities including the acquisition and rehabilitation of existing properties as well as new construction (HOME only). 

The City of Waterloo  is providing HOME and CDBG Program funds to provide housing assistance to owner-occupied single-family housing to persons who meet low- and moderate-income standards. The City uses income eligibility standards called income eligibility guidelines or low- and moderate-income standards. The U.S. Department of Housing and Urban Development ("HUD") mandates these limits. They are frequently updated and reflect income categories based on family size.

Eligibility for housing assistance is based upon the household being at or below 80% of the Area median income (moderate income) in relation to these income standards. Income qualification is required, even if the applicant is certified as disabled or elderly.  The property to be rehabilitated must be the applicant’s owner occupied primary residence, a single-family structure of housing and be located within the City’s jurisdiction.  The property cannot be in the flood zone. The mortgage and taxes must be current on the property.
