Sidewalk Infill Policy
In September of 2020, the Complete Streets Advisory Committee presented to the City Council a Sidewalk Infill Policy. CSAC developed a strategy to review, categorize and score missing and infill sidewalk segments between 0  and 600 feet in length. This policy was created with support and guidance by the City Engineer and Planning and Economic Development Director.

This policy assists CSAC in making improvement recommendations to the City Engineer and Planning Economic Development Director and ultimately the Mayor and City Council for future funding requests.  CSAC helps to prioritize sidewalk construction and infill needs in places in the city that have been identified as high impact areas, areas where people are walking and places that have safety issus by not having a sidewalk.

Missing SidewalkMissing Segments are small gaps between existing sidewalks.









InfillSidewalk Network are longer stretches that connect existing sidewalk networks or extends the sidewalk system.









Waterloo Pedestrian Master Plan
In December of 2021, the Complete Streets Advisory Committee presented to the City Council a draft Waterloo Pedestrian Plan. CSAD developed a scoring matrix to identify priority areas of where action needed to be taken.

There are four categories the committee looks at:
  • Safety/Health
  • Equity
  • Pedestrian Attractions
  • Constructability

Black Hawk County Pedestrian Master Plan

  • The Black Hawk County Metropolitan Area Pedestrian Master Plan identifies steps toward creating a safe, well-connected, and attractive pedestrian environment for all members of the community.
  • The Pedestrian Master Plan aims to promote four basic goals related to the built environment:
    • Safety
    • Connectivity
    • Wellness
    • Design
